1. What is zoning and what does zoning regulate? In what city did comprehensive zoning first emerge and what conditions of the early 20th century American city was it intended to address?

2. What is a variance and who grants them? What are some typical circumstances under which a variance is granted?

3a. What is the relationship between zoning and property rights? What is a regulatory taking? Provide an example (hypothetical or real) of a regulatory taking.

3b. How has zoning been used as a segregating or discriminatory tool? How have such practices impacted the living choices of African Americans? What have American city and states (or U.S. courts) done to combat such discriminatory practices and are these measure working?

4. Duany et al. argue that typical 20th century zoning has done little to improve the vitality or urbanity of U.S. cities, and has increasingly made cities less attractive place to live, work and play than their suburbs. As an alternative, they suggest zoning based upon traditional neighborhood development (TND) principles. Review Duany’s TND Checklist, beginning p. 245 of Suburban Nation. Select one category of the checklist (e.g. natural content, land use, public buildings and spaces, street design, etc.) and evaluate our Howard-Eutaw corridor study area for its ability to provide the ideals listed for that category. In what ways does the study area satisfy these ideals and what aspects are lacking? What improvements or enhancements might make this area of Baltimore more vital? Can any of these improvements be encouraged through zoning?

5. What is the FAR of a building that has 80,000 sf of floor area that sits on a 20,000 sf lot? If the building is 10 stories, what is the floor area of each floor if each is of identical dimension? What is the lot coverage of this 10-story building?
